The Canadian Propane Association’s advocacy for federal support for propane in rural, remote and Indigenous communities is making important progress.
The House of Commons Finance Committee has recommended including propane in federal rural energy assistance programs in its report released this week.
“Recommendation 74 Expand lower-emission energy access in Indigenous, rural, and remote communities by ensuring affordable energy choice through the inclusion of propane in federal rural energy assistance programs.”
Rural Canadians deserve affordable, reliable energy and the freedom to choose propane.
This recommendation is an important step forward, and the CPA will continue advocating to see it reflected in federal policy and programs.

The Government of Canada has released three What We Heard reports outlining potential reforms to accelerate major projects, strengthen Canada’s trade and transportation system and modernize federal labour relations.
The reports reflect several recommendations made by the CPA through federal consultations earlier this year: Transport Canada Consultation – Building One Canadian Economy Through Modernized Trade Corridors CPA submission and Transportation and Building Canada Strong – CPA feedback.
The government is considering ways to accelerate major project approvals through better coordination of federal assessments, consultation and permitting.
Potential outcomes:
The government is considering measures to improve supply-chain reliability, including national trade corridors, better coordination among rail, ports and roads, and streamlined transportation approvals.
The government is considering changes to the Canada Labour Code, including measures to improve how federal labour disputes are managed.
The reports do not commit the government to specific policy changes but signal areas that could inform future legislation. The CPA will continue to advocate for measures that strengthen Canada’s propane supply chain and energy infrastructure.
Following unsuccessful trade talks, the U.S. imposed 50% tariffs on $27.6 billion in Canadian goods effective August 22. Canada responded with counter-tariffs of 15% to 50% on select U.S. imports, effective September 8.
Affected goods include steel, appliances, agricultural equipment, electronics and other products. Members purchasing equipment, parts or other goods from U.S. suppliers are encouraged to review the tariff list to determine whether their imports may be affected.
The CPA understands that where an item is captured under more than one tariff measure, the most recent tariff applies and Canadian tariffs will not be stacked. Existing remission approvals are also expected to carry over without requiring a new application.
The CPA continues to work with industry partners and government to ensure propane’s critical role in Canada’s energy security, affordability and economic competitiveness is recognized as the trade environment evolves.
Members experiencing higher equipment costs, supply chain challenges, lost sales or other tariff-related impacts are encouraged to contact the CPA. Member experiences help strengthen our discussions with government and ensure the propane industry’s concerns are heard.

Since the release of the federal government’s Powering Canada Strong: A National Strategy for an Electrified Canadian Economy, the CPA has continued to meet with MPs, ministers and senior federal officials to reinforce the need for propane to be included as an affordable and reliable energy choice.
Over the summer, the CPA met with the offices of Natural Resources Minister Tim Hodgson, Internal Trade and One Canadian Economy Minister Dominic LeBlanc, Environment Minister Julie Dabrusin and Northern and Arctic Affairs Minister Rebecca Chartrand, as well as MPs from across the country, including members of the Liberal and Conservative Atlantic caucuses.
These meetings focused on building a better understanding of propane’s role, particularly in rural, remote and off-grid communities, and the need to include propane in federal energy assistance programs and strategies.
There is growing recognition of the CPA’s position at both the federal and provincial levels. This fall, the CPA will continue its advocacy to turn that increased understanding of propane’s benefits into meaningful policy change.

The federal government’s electricity strategy overlooks the important role propane plays in providing affordable, reliable energy to Canada’s agriculture sector and rural communities — a concern shared by the Canadian Federation of Agriculture (CFA).
On July 9, CFA President Keith Currie and CPA President and CEO Shannon Watt sent a joint letter to Natural Resources Minister Tim Hodgson outlining their concerns and highlighting propane’s importance to farmers, agri-food businesses and food security.
The letter called on the federal government to recognize propane as an essential, affordable and lower-emission energy source and to ensure agricultural energy needs are fully considered in the National Strategy for an Electrified Canadian Economy.
The CPA and CFA also urged the government to support technology-neutral policies that allow farmers and agri-food businesses to choose the energy solutions that best meet their needs; recognize the role of hybrid electric-propane systems in reducing emissions while maintaining reliability and affordability; and avoid policies that could increase costs for producers, weaken competitiveness or make food less affordable for Canadians.
The joint letter was also shared with agriculture ministers across Canada, helping reinforce the importance of energy choice to the agriculture sector.
