Updates to CFR supporting documents
The Low Carbon Fuels Division is seeking feedback on proposed changes to the following Clean Fuel Regulations (CFR) supporting documents, pre-published in Environment and Climate Change Canada’s Data Catalogue:
Note that these documents are not official publications and therefore cannot be used for compliance with the CFR. Stakeholders must continue to use version 3.0 of the above-mentioned CFR supporting documents, published in June 2024. This pre-publication is for the purpose of gathering stakeholder feedback on these proposed changes for future updates.
ECCC encourages you to review the documents and provide comments to the CFR team at cfsncp@ec.gc.ca by end of day December 20, 2024. Any comments received after that point may not be considered. The next formal publication is scheduled for January 2025.

The CPA and industry members raised concerns about Technical Safety BC’s decision to adopt the newly published 2024 edition of the CSA B51 Boiler, Pressure Vessel, and Pressure Piping Code, citing problematic clauses in the updated version. In response, TSBC has agreed to exclude the new piping and fitting testing requirements from their adoption of the code. This decision acknowledges that the required testing is currently unavailable and would be impossible for industry supply chains to achieve compliance.
Other provinces will be engaged early in the new year to request similar removals in their code acceptance.
After more than a year of collaboration between the CPA and the Ontario government, a ministerial order has been issued permitting bulk truck and bulk plant operators to perform tank evacuations. Upon approval by the Technical Standards and Safety Authority, the CPA’s Propane Training Institute course, Evacuation of Propane/LPG from Horizontal ASME Tanks – 100-15, will be officially recognized as supplementary training for these operators. The TSSA is expected to approve PTI 100-15 by the December 22 implementation date, provided no additional changes are recommended.
Propane distributors in Ontario have long faced a heavy workload related to tank evacuations required for transport or relocation. This challenge has been compounded by the need to replace pressure relief valves on ASME tanks every 25 years, significantly increasing the demands on the province’s LP gas fitters. The order is a welcome development for the industry.
PTI encourages trainers in Ontario to prepare now if they intend to teach this in-person course, which takes approximately six hours to complete.
