Canadian Propane Association and the Propane Training Institute: Office closed at noon on Wednesday, December 24, 2025, and will reopen on Monday, January 5, 2026.
The CPA’s annual report is now available—your snapshot of the year’s biggest wins, ongoing priorities, and the work underway to support Canada’s propane sector.

The CPA is engaging federal officials on the potential impacts to the propane sector from the government’s decision to end the temporary surtax remission on U.S. steel used in manufacturing, packaging, and agriculture effective January 31, 2026—a short timeline that could affect existing contracts and procurement plans.
The change is part of a broader package announced November 25, when Prime Minister Carney introduced additional support measures for Canada’s steel industry. These include tightening tariff rate quota levels for steel products from non–free trade agreement (FTA) partners from 50% to 20% of 2024 levels, and introducing a new global 25% tariff on certain steel derivative products.
The CPA has met with the offices of Industry Minister Melanie Joly and Finance Minister François-Philippe Champagne and will continue to press for structured consultation and sufficient transition time, so measures designed to strengthen domestic industry do not create unintended impacts for propane supply chains and operations.

On December 5 in Calgary, CPA SVP, Government Relations Allan Murphy met with the Conservative Party’s Opposition Leader’s Economic Growth Council—a key caucus committee chaired by Calgary MP Greg McLean. Established by Conservative Leader Pierre Poilievre, the Council is conducting a nationwide consultation to gather stakeholder input and develop policy recommendations, with an interim report expected by the end of January.
Murphy outlined propane’s essential role in powering communities across Canada—particularly in rural, Indigenous, and remote regions—and highlighted areas where government policy reform is needed to ensure a more level playing field for Canadians seeking propane. The CPA will continue engaging with all political parties on the practical role propane can play in meeting Canadians’ energy needs.
On November 26, CN presented its 2025–2026 winter plan to the CPA Rail Task Group, including updates on labour stability, propane volumes, and outlook. Highlights included:

At the October 22 meeting with Premier Eby, the CPA raised concerns about the provincial Motor Fuel Tax, noting the complexity, administrative burden and added costs it creates for British Columbians. The CPA also encouraged the Premier to review the current rate, following Ontario’s example last spring.
The BC Committee will continue engaging with the province on this important file. The Alberta and Saskatchewan Committees are also continuing to advocate for changes to their respective fuel tax regimes.

B.C. is preparing to revise its zero-emission vehicle (ZEV) sales requirements, with Energy and Climate Solutions Minister Adrian Dix stating in late November that the province will introduce legislation next spring to modify the current targets. Dix cited shifting market conditions and softening electric vehicle sales across North America, including in B.C., as reasons for the planned changes.
While the province awaits findings from an independent review of the government’s climate plan, Dix said B.C. intends to work with the federal government on an updated target that he hopes could be implemented nationally. In the meantime, the province is expected to move ahead with regulatory changes that expand the types of vehicles that count toward compliance and provide manufacturers credit for actions such as lowering vehicle prices, offering low- or no-cost financing, and supporting charging infrastructure. The province also confirmed it will not reinstate its previous EV rebate program—which provided up to $4,000 off select models and was paused in May—stating that any rebates should be a federal responsibility.
B.C. was the first jurisdiction in the world to legislate ZEV sales targets six years ago, and accelerated those requirements two years ago, including a mandate that 100% of new light-duty vehicle sales be zero-emission by 2035.

On November 25–26, 2025, CPA was pleased to attend and sponsor the Ontario Federation of Agriculture annual general meeting. The event provided an opportunity to connect with OFA members and highlight the important role propane plays in Ontario agriculture.

Ahead of the October 14 election, CPA’s SVP Government Relations Allan Murphy discussed expanded propane use with then–PC Leader Tony Wakeham, who said he would review the CPA’s affordability recommendations if elected.
A key proposal is the CPA’s Lower Emission Energy Retrofit Program (LEERP) to help Newfoundlanders and Labradorians transition from heating oil to propane—potentially paired with electric heat pumps to further improve household energy affordability. The CPA will meet with Newfoundland and Labrador Energy Minister Lloyd Parrott in late January to discuss the proposal.
Propane Proves its power in the North: Borealis Fuels & Logistics leads a vital success
The project’s success was made possible through the leadership and the team of Borealis, working alongside other CPA members, partners, and suppliers across Canada — a testament to the propane industry’s innovation, adaptability, and collaboration.
The CPA commends the outstanding teamwork and expertise demonstrated throughout this initiative — a clear example of how the propane industry ensures energy security and reliability for Canadians, regardless of where they live.
Maxquip has announced the retirement of Willie Stephen, Vice President, Pacific Region, effective December 31, 2025, marking 43 years in the propane industry. In 2026, he will continue working in the western Canadian auto propane sector as a consultant, sharing his expertise and advocating for propane.
Stephen began his career in 1982 with Western Industrial Products/Western Rock Bit Co. Ltd. and later co-founded Maxquip with fellow industry professionals, recognizing a growing need for dependable propane equipment solutions.
In addition to his professional achievements, Stephen has been an active contributor to the broader industry. He currently serves on the CPA’s BC Committee, where he has held leadership roles including Membership Chair and Secretary-Treasurer. A lifelong learner, Willie also completed a Sales and Marketing diploma at the University of British Columbia in 2002.
“Willie’s contributions to Maxquip and the propane industry are immeasurable,” said Cameron Stewart, President of Maxquip. “His leadership, passion, and commitment to servicing customers will leave a lasting legacy on our culture.”
On December 3, the Canadian Energy Regulator (CER) released new analysis on the Canadian propane sector, noting that current inventories are approximately 20% below the five-year average, while natural gas storage levels remain robust heading into winter. Transition period ends December 2025 for amendments to the Hazardous Products Regulations
In December 2022, Canada amended the Hazardous Products Regulations (HPR) to align with the Globally Harmonized System (GHS). These changes update WHMIS to strengthen workplace safety and support regulatory compliance.
A three-year transition period was provided to give suppliers and employers time to update classifications, labels, and documentation. The transition period ends December 14, 2025.
