The CPA is pleased to announce Jason Cooper as our newly elected Chair of the Board. Jason, Director of Business Development, Residential & Commercial Markets at McDougall Energy Inc., has been a valued board member since 2021. Jason brings a unique blend of industry advocacy, business development, sales leadership, and training expertise to his new role. Our sincere appreciation to Richard Charbonneau, now serving as Past Chair, for his dedicated leadership throughout the past year.
We’re also pleased to welcome Rob Barrow, President of Eco-Pro Services Inc., as our new Vice Chair. With over 25 years in the propane industry, Rob brings deep operational and industry knowledge and will be a great asset in this new capacity.

Wendell King Memorial Bursary – $2,500 Sponsored by Diversco Supply Inc.
This prestigious bursary honours the late Wendell King, whose 30 plus-year career was dedicated to advancing Canada’s propane industry. The award supports an individual pursuing post-secondary education and a career in propane.
Congratulations to Andrew Kutryk!
Currently enrolled in the Gasfitter program at the Northern Alberta Institute of Technology (NAIT), Andrew is in the third year of his apprenticeship. He began his career in construction before joining a local propane company in 2018. Since then, he has taken on a variety of roles—from bulk truck driver to picker truck operator and dispatcher.
Andrew is committed to learning and professional growth in the industry. He plans to earn his Red Seal Journeyperson certification this spring and is excited to continue “seizing the opportunities” in the propane sector for years to come.
Young Gassers Scholarship – $1,000 per candidate
This scholarship, a valued benefit for CPA members, is awarded to employees or family members of CPA-member companies pursuing post-secondary education at a Canadian vocational school, college, or university.
This year’s recipients are:
A third-year Gasfitter apprentice at Northern Alberta Institute of Technology, Brendan entered the propane industry in 2019 and became an apprentice in 2022. He has built a well-rounded skill set through his work across Alberta, including deliveries, yard operations, and service crane work.
Lily is a passionate advocate for sustainability—she owns a propane-powered vehicle and promotes green energy among her peers. A graduate of the International Baccalaureate Intermediate Education Program, Lily is active in her community and is now pursuing a degree in Teaching English as a Second Language at Laval University.
Michael is currently part of the accounts payable team at Midwest Propane Ltd. He is pursuing a Bachelor of Business with a major in Accounting at Athabasca University and is eager to expand his knowledge and impact within the industry.

CPA President and CEO Shannon Watt congratulated Prime Minister Carney on May 23 on winning the federal election and highlighted the vital role Canada’s propane industry plays in the national economy.
In her message, Watt reaffirmed the industry’s key priorities: expanding access to propane—particularly for rural and Indigenous communities beyond the natural gas grid, diversifying exports beyond the United States by focusing on countries like Japan and South Korea and reducing internal trade barriers within Canada.
In this context, the government’s recent introduction of Bill C-5—An Act to enact the Free Trade and Labour Mobility in Canada Act and the Building Canada Act—is of particular interest to the CPA. The proposed Free Trade and Labour Mobility Act aligns with the association’s long-standing call to eliminate interprovincial trade barriers and streamline overlapping regulations that hinder the movement of propane across Canada.
While these Acts are a step in the right direction, the CPA recommended improvements to Bill C-5 to better align it with growth and productivity priorities, and wrote to the Honourable Dominic LeBlanc, the minister responsible, to express our concerns. They include:

On June 5, the Competition Bureau released its final guidelines on environmental claims, aimed at helping businesses comply with the Competition Act when making such statements. The guidelines reflect recent amendments to the Act, including new greenwashing provisions that came into effect on June 20, 2024. During earlier consultation periods, the CPA—alongside other energy associations—submitted feedback to the Bureau, advocating for the repeal of the bill.

The Government of Canada is proposing legislative amendments that would permanently repeal the fuel charge framework under Part 1 of the Greenhouse Gas Pollution Pricing Act (GGPPA). The repeal is structured in four phases to support an orderly process for charge payers.
These amendments build on regulatory changes announced in March, which had already ended the application of the federal fuel charge as of April 1, 2025.

On May 12, 2025, the Alberta government announced an indefinite freeze on its industrial carbon tax at $95 per tonne for heavy emitters, halting scheduled increases under the TIER program that would have reached $170 per tonne by 2030.
Premier Danielle Smith said the move responds to industry concerns and ongoing U.S. tariff threats, arguing higher carbon prices could harm Alberta’s competitiveness. Environment Minister Rebecca Schulz stated Alberta remains committed to emissions reduction through technology and hopes to negotiate with Ottawa before federal carbon pricing rises in 2026. The NDP criticized the freeze as abandoning climate goals and investment certainty.

In early June, the CPA met in Winnipeg with Obby Khan, Manitoba’s newly appointed Leader of the Official Opposition. The meeting provided an opportunity to introduce Khan to the province’s propane industry, highlighting its economic and environmental contributions, and the critical role propane plays in ensuring energy security and affordability—especially in rural and remote communities.
The CPA looks forward to ongoing engagement with MLAs from all parties to ensure continued awareness of propane’s important role in Manitoba.
On June 12, 2025, Ontario’s Minister of Energy and Mines, Stephen Lecce released Energy for Generations-Ontario’s Integrated Plan to Power the Strongest Economy in the G7. The plan takes a comprehensive approach to meeting the province’s energy needs by incorporating a diverse mix of energy sources—including propane—to ensure reliable, cleaner, and affordable energy for all Ontarians.
Notably, the plan dedicates an entire page on propane and the essential role it plays in Ontario’s energy mix. As stated in the plan:
“Propane is especially important in rural and northern Ontario communities, where it serves as a primary fuel for space heating, hot water, and agricultural applications like grain drying. It also plays a growing role in the petrochemical sector as a feedstock for low-carbon plastics and chemical manufacturing.”
The CPA was pleased to attend the plan’s announcement and looks forward to working with the minister’s team to ensure propane’s role in building a resilient and inclusive energy future for Ontario.
The 2025 CPA Ontario Seminar in Collingwood was a great success, bringing together members, industry leaders, and government representatives to celebrate propane’s growing role in Ontario’s energy future.
We were honoured to welcome Hon. Andrea Khanjin, Minister of Red Tape Reduction, who reaffirmed the government’s commitment to removing barriers that enable our industry to grow and better serve Ontarians.
Hon. Sam Oosterhoff, Associate Minister of Energy-Intensive Industries, shared insights on Ontario’s Energy for Generations plan—its first integrated energy strategy that includes all sources, recognising propane’s vital role in energy resilience and regional equity.
Monte McNaughton, former Minister of Labour, highlighted the critical importance of skilled trades and the value of face-to-face engagement with government to champion the propane industry’s contributions across Ontario.
Special thanks to Owen Kennedy (Director of Fuels Safety) and Gary Highfield (Manager of Fuels Engineering) from the Technical Standards & Safety Authority (TSSA) for their valuable input.
The event also featured productive networking opportunities, including a golf tournament and reception—strengthening connections and momentum for propane’s future in the province.

Amid growing momentum to reduce internal trade barriers across Canada, the CPA is reminding provincial governments that similar efforts are needed within the Atlantic region.
SVP of Regulatory Affairs Robert Loenhart and SVP Government Relations Allan Murphy have reached out to provincial regulatory officials and cabinet members to highlight key regulatory issues that require attention within provincial frameworks.
The first meeting to address these concerns is scheduled with Nova Scotia’s Minister of Labour, Skills and Immigration, Nolan Young, on July 10.
The Atlantic Seminar took place on June 5 in Fox Harb’r, Nova Scotia, featuring keynote remarks from former federal cabinet minister Peter MacKay and former Nova Scotia Power president Rob Bennett.
MacKay shared his perspective on the new Liberal government. While acknowledging Carney has entered office with very high public expectations placed on him, MacKay noted that many former Trudeau-era ministers are still in cabinet, which may be problematic for a government that wants to be seen to be new or at least different.
Bennett’s presentation focused on the evolving landscape of home energy. He emphasized the need for the propane industry to keep pace with the new reality of home energy that includes heat pumps and battery storage. With electricity prices rising, Bennett highlighted a key opportunity for propane to serve as a cost-effective, complementary energy source—especially as a dual fuel alongside heat pumps.
The seminar also marked the final meeting to be hosted by Atlantic Committee Chair Royden Boudreau. Boudreau has been appointed to the CPA Board of Directors.
The CPA is proud to share that its VP, Government Relations, West, Katie Kachur, will co-chair the upcoming Energy Transformation Forum, taking place in Calgary on September 17–18, 2025. She will be joined by co-chair Jana McDonald of Guardyan Conservation.

B.C. Premier David Eby has concluded a trade mission to Asia, which took place from June 1–10, aimed at expanding the province’s international trade ties and reducing overreliance on the U.S. market. Joined by Agriculture Minister Lana Popham and Asia-Pacific trade representative Paul Choi, the delegation visited Japan, South Korea, and Malaysia to promote B.C.’s resources and position the province as a key driver in Canada’s economic future.
The mission focused on strengthening relationships with B.C.’s third- and fourth-largest trading partners—Japan and South Korea—and opening new opportunities in Malaysia. These efforts support broader federal and provincial strategies to diversify trade, as the U.S. currently accounts for approximately 55% of B.C.’s exports.
