The 2026 CPA Leadership Summit brought a record number of members, industry leaders, and policymakers to Calgary on June 1 for a day of discussion on the future of propane in Canada.
Two themes emerged throughout the program: the importance of diversifying Canada’s trade and export pathways, and the need for continued innovation across the sector.
International relations expert Gitane De Silva explored shifting global energy markets, emphasizing the need for Canada to diversify export markets while maintaining strong economic ties with its largest trading partner amid growing geopolitical and trade uncertainty.
Panel discussions examined the policy and economic factors shaping the industry’s future and the opportunities to strengthen Canada’s competitiveness. Another panel highlighted propane’s growing role in agriculture, technology, and Indigenous partnerships.
Keynote speaker Jamie Clarke drew direct parallels between high-altitude climbing and leadership in business. Whether climbing a mountain or navigating a changing business environment, success comes from preparation, adaptability, teamwork, and a willingness to take calculated risks.
The day closed with audience favourite Tucker Perkins of the Propane Education & Research Council, who spoke about propane’s expanding role in power generation and energy resilience. Even while electrification presents challenges for the industry, Tucker said this is an exciting time to be in this industry as the demand for power and reliable energy solutions continues to grow.
The summit concluded with Calgary’s traditional White Hat Ceremony, a longstanding symbol of the city’s hospitality and western heritage. Attendees then gathered for a joint reception with Emergency Response Assistance Canada (ERAC), providing an opportunity to continue conversations.

The CPA recognized some of the propane industry’s most dedicated leaders, innovators, and safety champions at its 2026 Gala Banquet and Awards Dinner in Calgary. The evening celebrated the people whose leadership, expertise, and commitment continue to move the industry forward.
The evening’s highest honour, the CPA Lifetime Achievement Award, was presented to Floyd Running and Dan Kelly. Both recipients were recognized for their decades of leadership, service, and dedication to advancing the propane industry, leaving a lasting impact on colleagues, businesses, and the association itself.
Two Health & Safety Awards were also presented. Richard Charbonneau of Budget Propane – P38 Energy was recognized for his commitment to workplace safety and compliance, while Henry Ridders was honoured for more than three decades of leadership in safety, regulation, and the transportation of dangerous goods.
This year’s Innovation Awards went to Marshall Excelsior Company and AltaGas. Marshall Excelsior was recognized for its ASME Pilot Relief Valve Manifold, an innovative advancement in propane storage safety and efficiency, while AltaGas was honoured for its West Coast Advantage campaign, which showcases Canada’s strengths as a reliable global energy supplier.
The evening’s final award, PTI Trainer of the Year, was awarded to Jean-Claude McNicoll in recognition of his outstanding contributions to propane training, safety, and workforce development over more than three decades in the industry.
Together, these recipients exemplify the leadership, innovation, and commitment that continue to move Canada’s propane industry forward. Congratulations to all this year’s award winners.
The inaugural CPA Scholarship Golf Tournament was a resounding success, bringing together industry leaders, members and partners at Elbow Springs Golf Club during the CPA Leadership Summit to support the next generation of propane professionals. Through strong participation and overwhelming sponsor support, the event raised awareness and momentum for the CPA Scholarship Program while reinforcing the industry’s commitment to developing a skilled workforce for the future.
More than just a golf tournament, the event was designed to grow the CPA Scholarship Program and create opportunities for skilled trades professionals in every province, helping students access the education and training needed to pursue rewarding careers in the propane industry.
The response exceeded expectations, with sponsorship opportunities selling out well in advance. This strong support highlights a collective commitment to invest in future of CPA member families and build a sustainable, skilled workforce for years to come.
With strong participation and positive feedback, the inaugural tournament marked a meaningful step forward for the scholarship program and set the stage for continued growth and impact for years to come.
The success of the tournament translated directly into opportunities for students. In addition to awarding the Wendall King Bursary, sponsored by Diversco Supply, the scholarship committee’s goal was to provide at least one CPA Scholarship in each CPA region across Canada. Thanks to the generous support of participants and sponsors, that goal was surpassed, allowing two scholarships to be awarded in several regions.

The CPA has submitted formal comments to Natural Resources Canada on Powering Canada Strong: A National Strategy for an Electrified Canadian Economy, the federal electrification strategy announced by Prime Minister Carney on May 14. The Association also met with NRCan Minister Hodgson’s office on June 5 to discuss concerns with the proposed plan.
In its submission, the CPA emphasized that the proposed strategy missed the mark in several areas, most notably by characterizing propane as an expensive fuel, like heating oil. The CPA stressed that this portrayal is inaccurate and overlooks propane’s essential role in Canada’s energy mix.
The submission further noted that the proposed strategy does not meet the needs of Indigenous, rural, and remote communities and key sectors, including agriculture, transportation, construction, manufacturing and emergency preparedness. Instead, it targets propane, not recognizing the critical nature of propane’s usage in Canada’s economy.
During the June meeting, CPA President & CEO Shannon Watt was joined by Christian Levac of Levac Propane and Allan Murphy, CPA’s SVP of Government Relations. They conveyed members’ frustration with the strategy’s misrepresentation of propane and underscored the need for a more balanced, evidence-based approach.
The CPA has requested a follow‑up meeting directly with the officials responsible for finalizing the strategy to ensure they fully understand propane’s value and the importance of including it as part of Canada’s energy future. For more information, contact SVP Government Relations Allan Murphy.
The CPA has written to the Minister of National Defence to highlight the opportunity for propane to play a larger role as the department focuses on strengthening military readiness, modernizing defence procurement, and improving the resilience of defence operations.
In a letter to Defence Minister David McGuinty, CPA President Shannon Watt emphasized that energy reliability is a core operational requirement for defence infrastructure. She noted that “propane offers a cleaner, secure, scalable, mobile and dependable fuel source that can support mission-critical energy needs without the same harmful emissions, maintenance burden, and spill risks associated with diesel.”

A new report from the Senate Committee on Transport and Communications concludes that Canada’s current approach to resolving labour disputes is no longer viable.
As part of its ongoing advocacy efforts to protect the reliable movement of propane across Canada during transportation-related labour disruptions, the CPA appeared before the Senate in December to highlight the critical role propane plays in rural, remote, and Indigenous communities.
The Senate report recognized that disruptions to propane deliveries can quickly become a health and safety crisis, noting that propane is often the primary source of affordable, reliable heat and power in areas without access to natural gas.
The report also acknowledged that approximately 75% of Canada’s propane supply is transported by rail, underscoring the importance of maintaining propane movement during labour disputes.
The Senate’s recommendations aligned with two key proposals advanced by the CPA. First, the CPA recommended amending Section 87.4 of the Canada Labour Code to allow the Canada Industrial Relations Board to consider work stoppages that pose serious risks to public health and safety, even when those risks are not immediate. Second, the CPA recommended modernizing Section 107 by clearly defining the Minister of Labour’s powers and establishing transparent criteria, including economic harm thresholds, for government intervention during labour disputes.
This recognition highlights the CPA’s ongoing efforts to strengthen Canada’s energy security and protect Canadians who depend on propane every day.

The CPA has formally requested that British Columbia exclude refillable propane cylinders up to 100 lb from proposed Extended Producer Responsibility (EPR) requirements under the province’s Recycling Regulation.
In a letter to the Ministry of Environment & Parks, the CPA emphasized that propane cylinders already operate within a highly effective circular economy, with established systems for recovery, requalification, reuse, and end-of-life recycling. The CPA has cautioned that applying EPR requirements could create unintended consequences, including premature cylinder scrapping, increased safety risks, higher consumer costs, and unnecessary administrative burden without improving environmental outcomes.
The CPA also highlighted that specialized regulatory oversight is already in place through Transport Canada and CSA standards. As an alternative, the CPA proposed either exempting refillable cylinders entirely or adopting a targeted “orphan cylinder” approach like Ontario’s framework. Read the May 2026 letter. The May 25 lobby day and lunch reception in Victoria was a success, building on momentum from last year’s advocacy efforts and reinforcing propane’s role in the province.
Throughout the day, CPA members met with ministers, parliamentary secretaries, MLAs, and senior government officials to discuss key priorities including affordability, renewable propane production, streamlined permitting, and energy choice for rural and remote communities.
The legislature lunch, supported by a propane‑powered food truck, created valuable opportunities for informal conversations and relationship-building with decision-makers across government and opposition parties.
The CPA’s coordinated messaging highlighted propane as a practical, lower-emission and affordable energy solution already supporting households, businesses, farms, and Indigenous communities across the province. The strong participation from industry members and the breadth of meetings demonstrated the growing recognition of propane’s role in supporting B.C.’s economic growth, energy security, and emissions-reduction goals. The CPA appeared before British Columbia’s Select Standing Committee on Finance and Government Services as part of the Province’s Budget 2027 consultations, emphasizing propane’s essential role in supporting affordability, energy security, economic growth, and emissions reductions across the province.
CPA VP Government Relations West, Katie Kachur highlighted propane’s importance to households, farms, businesses, transportation fleets, construction sites, and rural, remote, and Indigenous communities, while also underscoring B.C.’s position as Canada’s largest propane exporter and a leader in renewable propane innovation.

The CPA met with Ontario’s minister of rural affairs on May 28, 2026 to push for changes that would improve propane delivery in rural communities, including exempting propane bulk trucks from seasonal load restrictions and temporarily increasing hours of service for bulk truck drivers during peak demand. These measures would help strengthen propane supply across rural Ontario and support a more competitive operating environment for members.

The CPA met with staff from Ontario’s minister of education’s office last month to discuss expanding the use of propane‑powered school buses across the province. With diesel and gasoline costs rising due to global instability, propane offers school boards a more affordable, lower‑emission option that also supports Canadian jobs and strengthens local energy supply chains.
The discussion focused on the opportunity for Ontario to adopt a cleaner and more cost‑effective school transportation model by increasing the deployment of propane buses.

Nunavut’s new budget includes several items that include significant investments in energy, climate change, and resource development initiatives relevant to the propane sector.
The Department of Environment will receive $29.4 million in operational funding, including support for climate change adaptation, environmental protection, and renewable energy programs. Key initiatives include rebates for renewable energy systems and subsidies for independent power producers. The Petroleum Products Division projects $294.3 million in fuel sales for 2026-27.
Additional funding supports fuel resupply infrastructure, mining and mineral exploration programs, and long-term resource development through the Nunavut Lands and Resources Devolution Agreement. The budget also includes investments in community infrastructure, workforce development, and northern energy resilience.
