Over the past year, signals from the federal government, at the political level at least, have been positive for the oil and gas industry, including propane. However, at the departmental level, many federal programs developed under the former Trudeau government remain in place, and progress toward including propane has been slow.
To help address this gap, the CPA is offering federal politicians an opportunity to support the expanded use of propane through a Private Members Bill. The CPA is seeking an MP or Senator to introduce legislation that would help rural, remote and Indigenous communities transition away from diesel-based heating systems while improving energy reliability and affordability. The working title of the draft legislation is the Rural and Indigenous Clean Heating Transition Act.
The CPA hopes to have the legislation introduced in the House of Commons or the Senate before the summer break in June.
The CPA attended the 2026 Canadian Crops Convention in Toronto from March 11–12. The convention, hosted by the Canola Council of Canada and the Canada Grains Council, brings together stakeholders from across the oilseed, pulse and special crop value chains.
CPA Vice-President, Government Relations Ontario & Manitoba, Chris Crawford, attended the event, which provided a valuable opportunity to connect with representatives from across the agricultural sector. With propane playing an important role in supporting Canadian agriculture, the convention also offered insight into the challenges industry leaders are facing in today’s political and economic environment.
Speakers at the convention included U.S. Ambassador to Canada Pete Hoekstra, political columnist Chantal Hébert, and Don Drummond, retired Senior Vice-President and Chief Economist of TD Financial Group.
The CPA looks forward to continuing to work with the agricultural sector on shared priorities.
Environment and Climate Change Canada has launched a 120‑day public consultation on the draft 2026–2029 Federal Sustainable Development Strategy, which outlines proposed federal goals, targets, and measures to advance sustainable development across the country. The consultation period closes on May 12, 2026.
Stakeholders can participate by responding to the online questionnaire, submitting written comments to sdo-bdd@ec.gc.ca, or attending one of several consultation webinars held on March 19 and 31, or April 15 and 29, 2026.
The Government of Alberta has released its provincial budget, which includes several items of interest for members:
The economic outlook anticipates slower growth in 2026, with real GDP forecast to increase by 1.8%, down from 2.2% in 2025. Ongoing trade uncertainty and slower population growth are expected to weigh on economic activity. Population growth is projected to decline to 1.1% in 2026 and remain at that level in 2027 before gradually strengthening.
Oil price assumptions continue to play a significant role. The province forecasts West Texas Intermediate (WTI) crude to average US$60.50 per barrel in 2026–27, down slightly from US$61.50 in 2025–26, with a recovery expected later in the forecast period.

On March 2, 2026, the CPA and its members met with MPP George Darouze (Carleton) to discuss ways the Ontario government can continue to support a more efficient business environment.
Attending the meeting were Chris Crawford, CPA Vice-President of Government Relations for Ontario and Manitoba; Brian Boucher of MacEwen; and David Larochelle of Propane Levac.
During the discussion, the CPA outlined two key recommendations to strengthen Ontario’s regulatory framework for propane operations:

On February 16, the CPA and its members met with Newfoundland and Labrador’s Minister of Energy, the Honourable Lloyd Parrott.
This was the CPA’s first meeting with the minister since the PC Party, led by Premier Wakeham, formed government last fall. Minister Parrott brings both military experience and industry knowledge, including work on the Hebron oil project.
Joining the discussion were CPA Senior VP of Government Relations Allan Murphy, Darren Eavis of Total Control Systems, and Chris Forward of Harvey’s Oil.
The conversation focused on opportunities to expand the use of propane for home energy and transportation across the province. The minister also raised concerns about more than 20 remote and rural communities that continue to rely on Bunker C oil for power generation. Bunker C is among the most polluting fuels still in use, containing high levels of sulfur, ash, and heavy metals. He asked whether increased propane supply to Newfoundland and Labrador could help replace Bunker C in at least some of these communities.
The CPA is examining the issue and expects to meet with Minister Parrott and Minister of the Environment Chris Tibbs in the coming weeks to explore potential solutions.
On February 19, the CPA submitted its pre‑budget recommendations to the Province of New Brunswick, completing its budget filings across all Atlantic provinces. The submission echoed themes raised in earlier recommendations to Nova Scotia, Prince Edward Island, and Newfoundland and Labrador, emphasizing the need to strengthen competitiveness and modernize the regulatory environment.

The CPA emphasized that incorporating propane into provincial programs will help ensure New Brunswickers have access to affordable, reliable, and secure energy options.
The CPA is excited to take part in Emergency Preparedness Week (May 3–9, 2026). Led by Public Safety Canada, EP Week is a long-standing national awareness initiative that has been running for more than 25 years.
Throughout the week, Canadians are encouraged to understand local risks and take practical steps to prepare for emergencies—whether that’s building a 72-hour kit, making a plan, or staying informed during disruptions.
The CPA will support EP week with a targeted social media campaign focused on one key message: propane is emergency’s first responder.

From backup power and heating to keeping critical operations running when other systems fail, propane plays an important role in helping communities stay safe and operational during emergencies. By taking part, our industry can help more Canadians understand how propane supports reliability and resilience when it’s needed most.

New this year, the former Young Gassers Scholarship has been renamed the CPA Scholarship, offering awards of $1,000–$1,500 to support family members and employees of CPA member companies pursuing post-secondary education in Canada. Funded by the CPA Scholarship Golf Tournament, the program has been expanded to support at least one student in every region, with oversight from a dedicated Scholarship Committee.
The $2,500 Wendell King Memorial Bursary, sponsored by Diversco,will also continue for students pursuing careers related to the propane industry.

Equip your team to perform inspections safely and in compliance with code requirements
CSA B51 requires that propane tank pressure relief devices (PRDs) be visually inspected at least every five years to ensure they are in proper working condition. The inspection must follow the criteria set out in B149.2 Annex R, and the results must be documented.
Under the Propane Storage and Handling Code, the Pressure Vessels Act, and applicable provincial regulations, anyone inspecting propane tanks, components, or pressure relief valves must be properly trained and qualified.
PTI 100-09: Inspection of Propane Tanks and Relief Valves provides experienced propane workers with the training needed to identify potential issues with propane tanks, associated components, and PRDs or relief valves. The course helps ensure inspections are completed safely, correctly, and in compliance with code requirements.
