The CPA is celebrating a major advocacy success following the Ontario government’s proposal to eliminate the fuel tax on auto propane, announced in the 2025 Ontario Budget.
This long-standing CPA recommendation marks a significant step toward cleaner, more affordable transportation in Ontario. With transportation responsible for 32% of the province’s greenhouse gas emissions, removing the 4.3 cents/litre fuel tax on propane levels the playing field and promotes wider adoption of propane.
CPA President and CEO Shannon Watt welcomed the announcement in a news release, calling it “a significant win” for Ontario’s propane sector, small businesses, and fleets. The CPA’s role was formally acknowledged in the Budget, which included a direct quote from Watt emphasizing the benefits for both the industry and climate action.
The CPA will be leveraging this momentum in Ontario to advocate for similar action in other provinces, ensuring that auto propane users across Canada benefit from fair treatment and strong support for lower-emission fuel options.
Prime Minister Mark Carney wasted no time unveiling a new Cabinet following the federal election. It’s the Prime Minister’s second Cabinet as Liberal leader, but his first following the Liberal Party’s victory in the 45th General Election, setting the tone for a government laser-focused on the economy, Canada-U.S. relations, and interprovincial co-operation. With 28 ministers and 10 secretaries of state, Carney’s Cabinet is much leaner than Trudeau’s, underscoring his message of fiscal discipline, change, and focused governance. Carney assigned a core team of trusted ministers to priority files, emphasizing the importance of the role that Cabinet Committees will play in shaping the direction and implementation of government policy.
Prime Minister Carney has also released a mandate letter for his government. The entirety of the letter can be found here. Critical to the energy sector includes the following statement: “Canada must build an enormous amount of new infrastructure at speeds not seen in generations. This includes the infrastructure to diversify our trading relationships; to become an energy superpower in both clean and conventional energies; to restore affordability to housing; and to secure our borders and our communities.”
The new Minister of Natural Resources, Tim Hodgson, travelled to Calgary to make his first keynote address, a significant shift from the previous minister. Prime Minister Carney will travel to Saskatoon on June 2 to meet with the Western Premiers, also a significant shift from the previous government.

On May 12, the CPA and members gathered at the B.C. legislature in Victoria to discuss the important role propane plays across the province, both now and in the future. The day included productive meetings with the premier, three ministers, and the official opposition.
A propane-powered food truck lunch gave MLAs the chance to connect directly with CPA members and learn more about the industry. Members and the CPA were also recognized in Question Period, ensuring that new MLAs were aware of propane and its importance for people across British Columbia. On May 15, CPA VP, Government Relations West, Katie Kachur moderated a panel at Forward Summit West in Calgary, titled “Empowering the Future: Indigenous Leadership and Innovation in Energy Transformation.”
The discussion emphasized the importance of authentic, long-term engagement with Indigenous communities in energy projects. Panelists included Cristi Adams (Indian Oil and Gas Canada, Indigenous Services Canada), Amber Big Plume (First Nation Power Development Inc.), and Kennedy Bear Robe (Gowling WLG).

The CPA welcomes the introduction of Bill 2, Protect Ontario Through Free Trade Within Canada Act, 2025—a key step toward reducing interprovincial trade barriers and improving labour mobility.
In a letter to Premier Doug Ford, CPA President and CEO Shannon Watt urged the government to ease restrictions on out-of-province certified workers. We are pleased to see this recommendation reflected in Bill 2.

The Canadian Propane Association welcomes the Government of Ontario’s efforts to break down inter-provincial trade barriers and enhance labour mobility across Canada. Bill 2 addresses a long-standing request from the propane industry to allow certified workers from other provinces to work more easily in Ontario, supporting industry growth and workforce flexibility.

The CPA is pleased to announce that hybrid propane heat pump systems are now eligible under Ontario’s Home Renovation Savings Program, thanks to collaboration with the Ministry of Energy and Mines and the Independent Electricity System Operator.
This is a key win for industry and a step forward for energy choice. The inclusion ensures that homeowners across Ontario—regardless of location or heating method—can access rebates for cleaner, efficient heating solutions.

In response to growing U.S. trade pressures, the federal government is accelerating efforts to dismantle interprovincial trade barriers, with legislation expected by Canada Day.
As part of its advocacy efforts, the CPA has been engaging with governments in Atlantic Canada to express strong support for reducing interprovincial trade barriers affecting the propane industry. At the same time, the CPA is also underscoring the need for provinces to address inefficiencies within their regulatory frameworks.
To advance this agenda, the CPA has sent letters to provincial regulators identifying areas for improvement, which is followed by a letter to the respective premiers. In Nova Scotia, for example, the CPA contacted Premier Houston, which led to a scheduled meeting with Labour, Skills, and Immigration Minister Nolan Young on June 17. The CPA is working to arrange similar meetings with other provinces in the region.

Honda Canada has announced a two-year delay to its planned $15-billion electric vehicle investment in Ontario, which included a new EV battery plant and upgrades to its vehicle assembly facility. The Public Policy Forum’s Build Big Things is a strategic playbook aimed at expediting investment in Canada’s major energy, critical minerals, and infrastructure projects. The report identifies key barriers to project advancement and proposes solutions to streamline financing, regulatory processes, and infrastructure development. It says that by implementing these strategies, Canada could unlock over 500 projects, potentially contributing up to $1.1 trillion to the national GDP by 2035. The report emphasizes the importance of coordinated public-private efforts and meaningful Indigenous participation to achieve these goals.

The Canadian Rental Association (CRA) projects steady growth in the equipment rental industry, with revenue expected to rise 3.4% in 2025 to $8.5 billion, and reaching $10.5 billion by 2029. This signals continued strength in sectors that heavily utilize propane-powered equipment, such as construction, industrial operations, and infrastructure development.
The construction and industrial equipment rental segment, where propane is widely used for heating, power generation, and material handling, is expected to grow 4.0% in 2025, reaching $6.6 billion, and up to $8.2 billion by 2029.
As an active member of the CRA, the CPA regularly participates in industry events and conferences, fostering strong connections with rental stakeholders and promoting the advantages of propane in temporary and mobile energy solutions.
