CPA President & CEO Shannon Watt joined a Canadian delegation on an energy mission to Japan to strengthen trade relationships and expand export opportunities for Canadian propane. With the potential for tariffs on the horizon, the mission’s timing was critical. Read the news release.
Meetings were held with Japanese government officials, including Minister of Environment Nishimura Akihiro and Minister of Foreign Affairs Takeshi Iwaya, as well as industry leaders from JERA, Japan’s largest power generation company, and Tanaka Japan LPG. Discussions focused on partnerships and how Japan and Canada can collaborate on energy security and sustainability. Japan sees Canada as an attractive energy partner due to its shorter shipping routes, geopolitical stability, and commitment to clean resource development.
With Japan seeking reliable, lower-emission energy sources to transition away from coal, Canadian propane offers a viable solution. Japan currently imports 90% of its energy and still relies on Russian supply. Coal generates 30% of Japan’s electricity, and nuclear capacity remains limited post-Fukushima. Canada’s abundant propane supply, along with its strict environmental and safety regulations, makes it a strong and dependable energy partner for Japan. Although there has been a 30-day pause on the U.S.’s proposed 10% tariff on energy imports from Canada, the CPA remains concerned about potential impacts should a tariff be implemented (see CPA response). The new potential tariff date is March 4, 2025.
Canada exports over 60 per cent of its propane, about 220,000 thousands barrels per day (kb/d). The majority of these exports—58%—are sent to the U.S., making it a key market for Canadian propane.
In advance of the tariff, the CPA commissioned an independent analysis to assess the financial implications of the proposed tariff. The findings revealed that with one in every seven barrels of propane imported into the U.S. coming from Canada, a 10% tariff would increase the cost of Canadian propane by $200 million annually. This increase would have a direct impact on propane customers and energy affordability while reinforcing the essential role Canadian propane plays in the U.S. energy supply.
The CPA is working closely with our counterpart in the U.S., the National Propane Gas Association on this topic – see the joint statement that was issued when the 10% tariff was announced. The association is also working with industry groups and meeting with government officials to help them understand the impact of a tariff on the Canadian propane industry. The situation remains fluid; the CPA will continue to update members as the situation evolves.

This year’s theme, Lower-emission propane: affordable, reliable, Canadian underscores how propane offers a cost-effective, lower-emission energy solution tailored to the diverse needs of Canadians. It also emphasizes propane’s role in strengthening the national economy and supporting local jobs nationwide.
The CPA has developed a National Propane Day toolkit that includes the National Propane Day logo, social media posts, and templates.

As part of ongoing advocacy efforts in B.C., the next event is set for Monday, May 12, 2025. Planning is underway for a lunchtime BBQ at the Legislature, featuring a “show and tell” of key propane equipment. CPA members active in B.C. are invited to participate.
The CPA will cover event costs, while participants are responsible for their own travel and accommodations. The event will be open to all government MLAs, providing a valuable opportunity to engage informally with officials and highlight the importance of the propane sector—especially with more than half of the MLAs being newly elected.

Following the provincial election last fall, the CPA has confirmed an energy reception for CPA members at the Saskatchewan Legislature on April 2 from 5-7 PM. This event will be co-hosted with Enserva, Explorers and Producers Association of Canada, and the Canadian Association of Energy Contractors, bringing together key energy associations committed to providing affordable and reliable energy across the province.

The CPA engaged with political leaders and industry representatives at Manitoba Ag Days in Brandon from January 21-23, 2025, emphasizing the critical role of propane in the province’s agriculture sector. The event provided a vital platform to discuss how propane supports farmers with reliable and efficient energy solutions.
During the event, CPA VP Government Relations Ontario & Manitoba, Chris Crawford, met with Premier Wab Kinew, and Keystone Agricultural Producers’ Jeff Bereza, Director of Policy and Government Relations, Grant Jackson, Executive Director, and Trevor King, Manager of Agricultural Programs to reinforce the importance of propane in Manitoba’s agricultural operations and advocate for the industry’s needs.
The CPA has submitted policy recommendations to Ontario’s three main party leaders, calling for fairer regulations and increased support for propane as a cleaner energy solution. Key priorities include:
These measures would strengthen energy affordability, security, and environmental sustainability across Ontario.
Nova Scotia Premier Tim Houston has signaled a shift in policy-making, emphasizing the need to remove barriers for progress. In a recent letter to his caucus, he stated, “We must take the ‘no’ out of Nova Scotia.”
CPA Atlantic Committee Chair Royden Boudreau welcomed this stance in a recent letter to the Premier, urging the government to revisit discussions on the Low Emission Energy Retrofit Program (LEERP). Originally proposed by the CPA over a year ago, LEERP offers a solution to help consumers transition from heating oil to propane, providing a more affordable energy alternative.
In 2024, LEERP was presented to Natural Resources Minister Tory Rushton and reviewed by Efficiency One, which advises on energy issues. Efficiency One acknowledged the challenges in meeting emission targets and recognized propane’s potential role in reducing greenhouse gas emissions.
Boudreau also highlighted the high rate of energy poverty in Atlantic Canada due to limited affordable energy options. He emphasized that LEERP could provide Nova Scotians with much-needed energy choice.
To advance this initiative, the CPA plans to meet with ministers of finance, environment, natural resources, and energy in the coming weeks.

Starting Thursday, February 13, Albertans registering an electric vehicle will be required to pay a $200 annual tax. This fee is designed to match the fuel taxes typically paid by drivers of gas-powered vehicles.
Announced in Budget 2024 and passed as part of the Financial Statutes Amendment Act, the tax includes provisions for refunds and exemptions for federal government vehicles, diplomats, and First Nations individuals with a registered address.
